Normally golf carts (and low speed vehicles ("LSVs", i.e. 4-wheeled electric powered vehicles manufactured to travel at speeds of 40 km/h or less and designed for limited operation on roadways) must be registered, licensed and insured by ICBC if operated on or across a road where regular vehicles have access;

Golf carts owned or leased by golf course owners or golf course operators are exempt from registration, licensing and ICBC insurance; but must still have the same level of liability coverage as ICBC basic insurance;
